This simply means that, with the 16:9 option, there is 16 inches of width for every 9 inches of height of the television. This gives a nice widescreen effect similar to that in a cinema. 4:3 is the more popular screen ratio however.

I do recommend obtaining a wide screen plasma HDTV if you have to choose between the two sizes. Many DVD's are now specially formatted for widescreen so for best viewing results, a 16:9 screen is ideal.
